I regret that there has been confusion between memoranda and that your neno. was not sent to the Secretary of State, but to the Salaries Commission before which it has been ventilated.
2. The memo. addressed to the Committes was written under misapprehension and is withdrawn accordingly.
The subject matter has now been submitted to the Secretary of State by the Inspectors on leave.
